Question: Who is the “Little Horn” in Daniel’s vision? When will he appear?
Assuming that your question refers to Dan. 8:9, it is safe to say that “the little horn” will appear “in the last days”; as vs. 10–14; which gives the timing as when the Anti-Christ has influenced the population, and the Jews to enable the 3rd. Temple to be built, the daily Sacrifice to be re-established, and has set himself up as “god”; see Matt. 24.
It is assumed by many that when the Jews see that the man they give the power of messiah-ship to, as per. the teaching of the Rabbi’s, and rebel against him, many will die in the war that follows, because the “false Christ” has access to a large army of trained soldiers (v.12), and is empowered by Satan, who will give power for “miracles” to him!
At that time, the Words of Christ Jesus, (Matt. 15–22); shows that “for the Elects sake, those days will be shortened”; and may well coincide with Zech.12:10, when their True Messiah will “save Israel for HIS NAMES SAKE” (Ezek. 20:44)!
The above comments are not commonly accepted, and as there are many warnings in Daniel that most of the “last days” prophecies will not be known in detail until the “time of the end” (Dan. 8:13–17 & Dan.12:9) etc! This is speculated as referring to the 2nd. half of the “7 year countdown” of the “last week of the vision given to Daniel by Gabriel” (Dan. 7:1–8:27).
Many Bible students are understandably sceptical of the above; and that is the right approach to all Bible study, as the Word of Almighty God in His Great Plan of Redemption in Himself and His Only Begotten Son is the greatest Gift possible in the life we all have!
